Back in the 70s, the cities in this region started building highways like this one between their suburbs. Nowadays, most are empty just like here. This was taken at 4:30 pm, start of the rush hour.
Just way oversized - these were mostly built right before the early-70s oil shock, when they were expecting far more cars even.
Another example is the road in Heidelberg that they built the tram line to Kirchheim on - i still remember that as a four-lane highway looking like this one, the tram tracks are where the two lanes from Kirchheim to HD used to be. Only one that's in full use and necessary in the area are the ones between Heidelberg and Neckargemünd and between Heidelberg and Leimen.
